This will be due to midi note off data being corrupted either in the PE or the 3P. I will try to duplicate it here to see which is causing the problem.

What software release is your PE? I have just released P4.0 B2.6c. You should probably update to this as a first step.

Also the pressing the Tape button twice on the 3P should kill stuck midi notes.
