Program number 1 (or 0, if your sequencer presents zero-based program
numbers) selects "no program", so turns off the channel, while program
numbers 2 to 128 (or 1 to 127) select programs A1 through K7. There is no
way to select K8 through K12.

You should use the MIDI basic channel (typically channel 1) to change the
Main keyboard sound, basic+2 to change the Link keyboard sound, basic+3 to
change the Sequencer keyboard sound, or basic+4 to basic+8 for up to five
more sounds that are only accessible through the MIDI (or Chroma) interface.
If you set up multiple sounds, they all compete for the same six channels,
though.
