you can get brand new ones (well, at least very nice photocopies)
from fender - $10 for the user manual, $20 for the service manual
(which also tells you how to do the memory upgrade if you need
it... if you don't use the sequencer you don't need it, if you do
use the sequencer you might want it).

http://www.mrgearhead.net/faq/manuals.html tells how to do it
from them, here's copied info:

mail to
ATTN PRODUCT SUPPORT
FENDER MUSICAL INSTRUMENTS
8860 E. CHAPARRAL ROAD, SUITE 100
SCOTTSDALE AZ 85250

price schedule
SERVICE MANUAL FENDER CHROMA POLARIS $20.00 EACH ITEM
OWNER'S MANUAL FENDER CHROMA POLARIS $10.00 EACH ITEM

their phone # is listed as (480) 596-7195; you could try that.
you don't really need the owner's manual.

a quick reference guide is also available online at:
http://machines.hyperreal.org/manufacturers/Chroma/Chroma-Polaris/

look in the User-Interface-Commands file.
